			<content:encoded><![CDATA[<p>In my feeble attempt to understand this bill, I&#8217;m going to read and crib notes on a series of posts.  IANAL.  IANEE.  Imagine me the Joe the Plumber of doing this, except that I can&#8217;t even plumb.  Thusly, I must be even more in touch with the every man.</p>
<p>I&#8217;m reading Arizona State Senate Bill 1070 for the 49th Legislature, 2nd reg session 2010.  I&#8217;m going to do it section by section of the Law, unless a section is too big or something.  So I&#8217;m going to start with &#8230;</p>
<blockquote><p>Section 1. Intent<br />
The legislature finds that there is a compelling interest in the cooperative enforcement of federal immigration laws throughout all of Arizona. The legislature declares that the intent of this act is to make attrition through enforcement the public policy of all state and local government agencies in Arizona. The provisions of this act are intended to work together to discourage and deter the unlawful entry and presence of aliens and economic activity by persons unlawfully present in the United States.</p></blockquote>
<p>It sounds like a very friendly proposition in the first sentence.  Everyone like cooperation!  I wonder what version of the word &#8220;attrition&#8221; they are using in the second sentence?  To rub together?  To feel sorrowful for?  Or to weaken and disperse with constant attack and abuse?</p>
<p>I&#8217;m going to go with the ultimate definition there of attack and abuse.  The next sentence makes quite clear what this bill (now law) is addressing: <strike>Russian</strike> <strike>German</strike> <strike>Sudanese</strike>  <strike>Indian</strike> <strike>Filipino</strike> <strike>Thai</strike> <strike>Russian</strike> <strike>Irish</strike> <strike>Chinese</strike> <strike>Italians</strike> <strike>Pakistani</strike> <strike>Arabs</strike> <strike>Polish</strike> <strike>Guatemalans</strike> <strike>Latinos</strike> <strike>Hutu</strike> <strike>Manchester United</strike> <strike>Columbian</strike> <strike>South African</strike> <strike>Greek</strike> <strike>Danish</strike> <strike>Mexican</strike> Illegal Immigrants and their working, living, sleeping, eating, drinking, shopping, using the bathroom, getting medical attention, getting legal help, aid from law enforcement, sight-seeing, chatting over coffee, watching sporting events, being in front of any legal aliens or citizens in line, robbing, stabbing, urinating in public, serial killing, inciting riots, speaking <strike>Spanish</strike> anything but English (did we say that already?), shake hands, leering, or belching in the State of Arizona.</p>
<p>Arizonans want none of that from any of all of y&#8217;all.</p>
